Welles Harbor is a small harbor on Sand Island at Midway Atoll, part of the Northwestern Hawaiian Islands and the Papahanaumokuakea Marine National Monument. Access to Midway's waters is tightly restricted, as the atoll functions primarily as a wildlife refuge managed by the US Fish and Wildlife Service.
