Windmill lies off Rangiroa in the Tuamotu Archipelago of French Polynesia, part of an atoll enclosing one of the largest lagoons in the world, with dive sites in the area typically reached from the passes on the atoll's northern side near the villages of Avatoru and Tiputa. Divers here have reported common bottlenose dolphins alongside reef species such as giant moray, humpback snapper, Moorish idol, Napoleon wrasse, paletail unicornfish, raccoon butterflyfish, scissortail sergeant, and titan triggerfish.
