Tortugas sits off the coast of Kauai in the Hawaiian Islands, along the Pacific waters of the island's shoreline, in near-shore volcanic terrain typically reached by boat from one of Kauai's harbors. Divers here have reported Christmas wrasse, saddle wrasse, dusky surgeonfish, Hawaiian convict surgeonfish, orangeblotch surgeonfish, and Moorish idols moving over the reef, along with green sea turtles. The bottom holds patches of hump coral and spreading rice coral, and Pacific white-spotted sea cucumbers have also been spotted on the site.
