Black Rock is a dive site within Tubbataha Reef Natural Park, a remote atoll system in the Sulu Sea reached by liveaboard from Puerto Princesa on Palawan. The park sits well offshore of mainland Luzon administration but falls within Palawan province, and access is seasonal, typically limited to a few months each year when crossings are permitted.
