East Reef lies along the atoll rim of Midway Atoll, part of the Papahanaumokuakea Marine National Monument in the remote Northwestern Hawaiian Islands. Access to diving here is tightly restricted, as Midway is a national wildlife refuge managed by the US Fish and Wildlife Service.
